Digital Public ID

Governments have operated variety of ID systems includes Foundational ID systems and Functional ID systems. Foundational ID systems are Civil Registers, National ID, Population Register. Foundational ID Systems has been considered as Legal ID systems recognized by law or regulation as proof of legal identity. 

Governments often created a variety of Functional ID systems to manage identification , authentication and authorization for specific sector or use cases such as voting , taxation , social protection , travel and more . Those countries do not have Foundational ID system beyond civil registration here functional id are used as de facto proof of ID like USA. Functional id are not legal ID.

So globally there are 1 bn people lacks any form of ID and 3.5 bn people have id but do not have digital trail and not use ID effectively to be part of Digital Economy . We analyse only  about 20 countries have very effective Digital ID System on which Digital Public Infrastructure and Digital Economy to be built. There are still 170 countries worldwide not using Digital ID to provide access to critical government and economic services particularly in low income economies .
